Assessment item 1 – On-Line Participation

TASK

Throughout the Session there will be a number of on-line activities which require your participation. You will be required to:

  • Participate in the available activity forums by making a posting (number of words required varies) by the due date and then participating actively in the forum in a timely and collaborative manner with the others in the discussion forum until the closing date of the forum.

Assessment item 2 – Improving Facilitation

TASK

Find an article or report on the internet which was published within the last 5 years and which gives an example of where a Customs administration has introduced a change to improve both the level of compliance and the level of facilitation of international trade or travel when processing either cargo or passengers.

Explain the problem that the change is meant to overcome and how the change will improve facilitation.

Identify any standards or recommended practices from the Revised Kyoto Convention which are relevant to the problem and to the change which was introduced. If there are articles or standards from other international conventions or agreements which you think are relevant to the change please also identify these.

Can you suggest any other changes, based on what other Customs administrations may have done or from reforms promoted by any of the international organisations, which could also be used to address the problem?

Your answer should be no more than 1,000 words, and you should identify the name of the article or report, the website on which it was located, and its URL or web address in your introduction.

This assignment will be assessed out of 30 marks.

It is important to note that this assignment must be about a change that a Customs administration has introduced, not other organizations such as airport operators, security, transport operators, etc.

Assessment item 3 – Risk Management Approach to Compliance Management

TASK

Identify an example of a Customs administration (or an aspect of its activities) that has moved from a gatekeeper to a risk-managed style of compliance management. Analyze the various elements of the organization’s new approach to compliance management against the Integrated Compliance Management Framework introduced in Module 4. In doing so, you should refer to any applicable standards, practices, or articles from international conventions or agreements and innovations of other Customs administrations.
